Fees are taxes paid by users for a service provided by the state at different levels: state, regional or local. Examples of fees would be a water supply, a permanent ford or a court fee. It should be noted at this point that the fee is not a tax, but the payment that a person makes for the use of a service, therefore, if the service is not used, there is no obligation to pay.
